Italian regulations and local initiatives for CE in the construction sector (CB-14) (CB-10)

Description

The paper shows Italian initiatives towards Circular Economy in the built environment, across different application level (national and local) with different drivers (top-down and bottom-up levers).
The top-down strategies are firstly discussed, as well as existing standards, regulations, policies and governmental support. In these terms, the paper shows the critical legislative aspect which obstacles reuse and recycling of Italian CDW, such as: low landfill-tax (different by locality/regions); absence of extraction of raw materials tax; lack of traceability system which implement reuse and recycling; high distances for waste transport. Parallel, the paper shows the successful policies implementation which improve circularity in the building sector, such as: the Italian End-of-Waste Criteria; the requirement of Minimum Environmental Criteria within the Italian GPP, which improve not only the waste recycling but also the circular design criteria (eg. Design for Disassembly, Reversibility).
To move from National level to regional level, the paper shows some important local initiative (Lombardy circular economy roadmap) which stressed the local stakeholder engagement.
Secondly the paper shows the bottom-up strategies, as well as actions to improve circularity came from the building value-chain stakeholders. In particular, the paper shows the results of some Italian working group on circular economy (ICESP, GBCI, etc.), which help to identify challenges and barriers from stakleholders’ perspectives, giving a direct support to local Public Administrators.
Based on the discussion of the paper, potential improvements are highlighted to align the current Italian initiatives with the broader European Commission circular economy objectives, considering also the best practices developed in other European countries.
